Unofficial Members both Councils unanimously request you to interview Secretary State on their behalf strongly represent again in view of extremely critical conditions throughout China and here that it is most desirable Sir Edward Stubbs period as Governor here be extended. Please telegraph result of interview also impress upon him trouble in China and Hongkong is not industrial but Russian Bolshevic inspired and virulently anti-British.
